CAMP BGEN OSCAR M FLORENDO – Police Chief Superintendent Gregorio R. Pimentel, Police Regional Office 1 director ordered yesterday afternoon (September 1) the creation of  Special Investigation Task Group (SITG) “SACATRAPOS” to conduct special investigation relative to the shooting to death of  an intelligence officer in Paoay, Ilocos Norte.

PCSupt. Pimentel said, Police Officer 3 Fernando S. Sacatrapos Jr., 40 years old, married, a resident of Barangay 15, Sta. Rita, Paoay and Intelligence PNCO (Police Non-Commissioned Officer) of Paoay Municipal Police Station was shot by an unidentified gunman onboard a motorcycle along the road in Barangay 3, Salbang of said town.

PO3 Sacatrapos was on his way to Paoay MPS riding his motorcycle after he attended the Barangay Information Network (BIN) Training in Calipi, Batac City when the incident happened at around 12:30 PM.

PCSupt. Pimentel said, revenge can be the possible motive of the killing considering the participation of the said personnel in the stern implementation of anti-illegal drugs campaign in Paoay town.

“Our deepest sympathy to the bereaved family and PRO1 is also grieving for the death of this dedicated and virtuous intelligence personnel. On our part, we will do our best to give justice to PO3 Sacatrapos. We admit that in the fulfillment of our job, we are facing clear and present danger especially in the fight against illegal drugs,” PCSupt Pimentel said.  

 

Sacatrapos was the second police personnel of Paoay MPS killed by unidentified perpetrators following the assassination of PO3 Nestor A. Sadian on December 30, 2015. PO3 Sadian was the Chief Investigator of said MPS and believed also that he was killed for revenge. SPO1 Joel S. Javier, the intelligence PNCO of Bantay MPS in Ilocos Sur was also shot on August 23, 2016 in Balaleng, Bantay but fortunately survived the killing.

 

Meanwhile, PCSupt. Pimentel appealed to the public for their support and report to the police any information related to illegal drugs operations to include the groups who are trying to shield the drug syndicates. ###

CAMP BGEN OSCAR M FLORENDO- Region 1 police director Chief Superintendent Gregorio R. Pimentel ordered the immediate conduct of in-depth and impartial investigations on the alleged involvement in illegal drugs of some local chiefs executive (LCEs) and other government officials in the region especially those named by President Rodrigo Duterte during his speech in Camp Panacan in Davao City on Sunday morning (August 7).

PCSupt. Pimentel, Regional Director of Police Regional Office 1 (PRO1), said it is the responsibility of the police to investigate in order to seek for the truth behind the said accusation. He said that thru the investigation they will also be given the opportunity to clear and defend their names.

It was recalled that names of Mayors Martin De Guzman of Bauang; Dante Garcia of Tubao; and Renaldo Flores of Naguilian; Dr. Eufranio Eriguel, former mayor of Agoo all in La Union, and Congressman Jesus “Boying” Celeste of First District of Pangasinan were among the personalities named by the President.

Mayor Flores and Congressman Celeste voluntarily appeared to the office of PCSupt. Pimentel on Sunday afternoon (August 7) in compliance to the pronouncement of Pres. Duterte that all the names he mentioned should appear to the police within 24 hours.

The two government officials also undergone debriefing initiated by the combined personnel of PRO1, Philippine Drug Enforcement Agency Regional Office 1 (PDEA-RO1), Criminal Investigation and Detection Unit 1 (CIDU1) and Regional Intelligence Unit 1 (RIU1­).

Meanwhile, on the same date, eight (8) assorted firearms of Congressman Celeste were turned in by Mayor Arnold Del Fierro Celeste of Bolinao, Pangasinan to Bolinao Police Station for safekeeping composed of two (2) Shotguns, two (2) 9mm pistol, one (1) caliber 45, two (2) M16 rifles and one (1) cal. 22 and assorted ammunition. The firearms have corresponding licenses all issued on January 26, 2016 and expire on April 20, 2020.

The respective Chiefs of Police (COPs) of the said towns were also relieved in respect to the PNP’s “one strike policy” and to avoid influence on the on-going investigation. ###
