CAMP BGEN OSCAR M FLORENDO –Police Director General Ricardo C. Marquez, Chief of the Philippine National Police (PNP) made his first homecoming to Police Regional Office 1 (PRO1) on Friday (January 22) as he graced the PRO1’s celebration of the 25th PNP Foundation Day.

PDG Marquez, a former Regional Director of Region 1 policeserved as the Guest of Honor and Speaker of the said event wherein he cited PRO1 for being at the forefront in the previous police security operations such as Pope Visit and Asia-Pacific Economic Cooperation (APEC) Summit 2015.

“It is a great pleasure to come over, not only to reminisce the time that I was the Regional Director of this PRO, but to personally extend my congratulations and commendation to your Regional Director Ericson T. Velasquez and to all of   you for your sterling contribution in the major events that we hosted,” PDG Marquez said.

In his message,the Chief PNPemphasized that the celebration was not only a mere commemoration of the founding anniversary, it is more on celebration of accomplishments and giving of rewards and credits to the most and best performing individuals and units and at the same time to express gratitude to the partners and stakeholders.

PDG Marquez also stressed his directives particularly on the immediate dispersal of personnel from the headquarters and police stations to the streets to perform the basic core function which is patrolling.

“As a leader I would like to bring that old concept of policing which enable the police to work with the community and develop bond and mechanism. From now on, ayawkongmakakitangmaramingpulissa headquarters, ayawkongmakakitangmaramingpulissa police station. Saanko kayo gustongmakita? On the streets,” PDG Marquez added.

PDG Marquez also published the Patrolling Manual and Anti-Crime Model Lambat-Sibat that serve as guide of the police in performing their duties and responsibilities.

“I ask you to you to help me develop the PNP into a truly policing organization. I would like you to help us not only to manage the crime issues of the day, but to prepare this organization to manage the challenges of the future,” he said.

He likewise ordered the commanders on the ground to have a firm leadership and assess their respective areas of responsibility and provide solution to any problem that they may encounter.

Meanwhile, two (2) plaques of recognition were conferred  to Pangasinan Police Provincial Office for garnering the highest points in the implementation of PRO1 IMPLAN 21-2015 “Huliday and Arrestday” in relation to One-Time Big-Time Operations and PRO1 IMPLAN 01-2016 “One-Time Big-Bang (KontraBoga for Election 2016).

Likewise,Ilocos Sur Police received a plaque of recognition for having the highest accomplishment in a two-day campaign against illegal firecrackers on December 30-31, 2015.

A MedalyangKasanayan wasawarded to Police Superintendent Benjamin P. Ariola, Senior Police Officer 2 Darwin P. Clark and Non-Uniformed Personnel Chrismon Rivera for their exceptional display of commitment and efficiency as members of the Technical Working Group in the formulation of the operational framework for “One-Time Big-Time KontraBawalnaPaputok.”

Police Chief Inspector Ryan L. Manongdoand SPO1 Reynaldo C. Estarejaalso receivedthe MedalyangKasanayanfor their efficiency and dedication to duty thatresulted to the arrest of Allen B. Langtiwan, a suspect of robbery incident in Palacpalac Elementary School, Pozorrubio, Pangasinan.

The said celebration is in commemoration with the birth of the Philippine National Police which took effect on January 1, 1991.
